Contracts Manager or Senior Procurement Specialist Office of Financial Services
Job Summary: This is Professional work responsible for planning and managing complex contracting and procurement functions for a public agency.
Job duties include:
- Performs contract administration. Provides guidance to project managers in the management of their contracts. Assists in preparing correspondence and agenda items and supporting documentation consistent with applicable Florida Statutes and District rules, policies, and procedures in a clear, concise, and correct manner. Assists project managers with developing and revising contract language (including the “Statement of Work” when needed); resolving procurement issues such as solicitation clarifications, contract performance, invoicing, and compliance; and preparing contract amendments, renewals, stop work orders, and other contract-related documents. Assures bonds, insurance, and other risk management instruments are up to date and maintained. Follows through to insure proper close-out of contractual actions.
- Attends meetings and conferences with lawyers, vendors, contractors, professional consultants, project managers, and contract specialists, representing the District’s interest relative to contract or compliance matters. Acts as liaison, mediator, and consultant for and between state agencies, other governmental entities, and contractors (vendors).
- Performs technical duties in support of Procurement Office. serves as District’s contract management and general system (Matrix) administrator; maintains and communicates changes to procurement templates, policies, procedures, manuals, and administrative directives; develops and conducts on-the-job training; monitors DemandStarand utilizes all information systems used by the Procurement Office to secure appropriate approvals, generate reports, and retain electronic records.
- Plans, directs, and supervises the work of subordinate staff. In accordance with SJRWMD procurement thresholds and business practices, supervises, and performs tasks associated with the procurement of goods and services consistent with applicable federal and state statutes, rules, and District policies and procedures in a manner that is responsive. Promotes integrity, fairness, and encourages diversity. Prepares assigned procurement actions in a timely manner exercising personal initiative and sound business judgment to provide the best value product or service that will meet the District's needs. Assists District personnel with determining procurement needs and recommends the appropriate and best procurement methodology to meet those needs. Coordinates, negotiates, and administers routine and complex procurement functions as assigned, including solicitation, evaluation, and negotiations for goods and services.
Minimum Qualifications:
Senior Procurement Specialist requires a bachelor's degree from an accredited college or university in business administration, public administration or related field and four years of professional public or private sector procurement experience; or an associate degree from an accredited college or university in business administration, public administration or related field and six years of professional public or private sector procurement experience. Public sector experience is preferred.
Contracts Manager requires a bachelor's degree from an accredited college or university in business administration, public administration or related field and four years of professional procurement experience, one of which must have been leading a project team, coordinating activities of a work group, or serving as a team lead.
Professional public or private sector procurement experience can substitute on a year-for-year basis for college education (public sector experience is preferred).
Certification as a Certified Professional Public Buyer, or equivalent, or Certified Public Procurement Officer or equivalent, is preferred.

Starting Salary Range:
Senior Procurement Specialist: $60,112.00 - $75,129.60
Contracts Manager: $66,164.80 - $76,086.40
Starting salary is based on qualifications and experience.
