Description

Overall Responsibility:  Prepare, review and negotiate contractual documents, including MSAs, Subconsultant and Subcontracts, Teaming Agreements, Non-Disclosure Agreements, as well as issue Task Order/POs/Rental agreements. Background in federal procurement process including construction services and assist in the issuance of RFPs, responsible for bid analysis, sole source justification, cost and pricing analysis, small business reporting when required.


 


 


Essential Functions: 



  • Work with program team and assist in competitive bids and pulling appropriate DBA wage determinations for client proposals.

  • Prepare and negotiate Subcontracts/Subconsultant agreements, MSAs, Task Orders or PO’s as appropriate.  Including when applicable: bid analysis, sole source justification, or cost and price analysis.

  • Track the progress and updates or change orders with support of the administrative support staff.

  • Small business reporting.

  • Ensure procurement files have adequate documentation and are up to date.


 


Secondary Functions:



  • Obtain Certificates of Insurance, representations and certifications, lien waivers.

  • Assist in invoice discrepancies or dispute resolution.

  • Other related duties as assigned by Procurement Manager.

Qualifications

Needed Skills:



  • Must be able to follow client requirements and Arora internal procedures and protocols.

  • Must be a self-starter.

  • Must be detail oriented.

  • Must have strong negotiation skills.

  • Must be able to prioritize tasks and be flexible to changing priorities.

  • Must have excellent organizational skills.

  • Must have strong oral and written communication skills.

  • Ability to create and maintain productive relationships with employees, clients, subconsultants and vendors.

  • Experience in Federal Procurement processes. Construction and A/E industry experience a plus.

  • Experience in Vision a plus.

  • Proficiency in MS Office Suite; especially WORD and EXCEL.


 


Education/Experience Minimum: Minimum 5 years’ experience in Purchasing, Contracts Administration, Construction Industry and A/E industry preferred.
