The Director of Trade Compliance is an Empowered Official responsible for the management of the company’s trade compliance program.  In this role, you will implement an enterprise-wide program to ensure compliance with U.S export and import regulations.  You will monitor the company’s global trade compliance program under applicable U.S. and foreign laws and regulations, including aligning with the Export Administration Regulations (EAR); International Traffic in Arms Regulations (ITAR); Office of Foreign Asset Control (OFAC); Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE); and foreign government sanctions and controls. You will collaborate cross functionally within the company and with other business stakeholders to serve as a subject matter expert for all trade compliance activities.

• Serve as Empowered Official, DECCS Administrator and subject matter expert for trade compliance and act as the central point of contact for interaction with government officials, customers and suppliers’ compliance representatives
• Draft and administer Agreements, Amendments and exemptions/exceptions under U.S. Export regulations
• Review and approve export licenses for ITAR/EAR commodities, including classification
• Serve as Technology Control Officer under Proxy Agreement, including maintaining technology controls and reviews of government markings and distribution statements
• Interpret import/export regulations, sanctions and other applicable trade regulations
• Provide updates on regulations and compliance requirements to senior management
• Identify trade compliance risks; develop and implement appropriate policies, processes and corrective actions
• Monitor export and denied party screening activities for customers, suppliers, third-party agents, etc.
• Review and draft trade compliance policies and procedures
• Audit performance of trade compliance activities
• Report to Company management and Government Security Committee (“GSC”) on Trade Compliance policies, risks, and corrective actions
• Provide guidance to assist legal, contracts and procurement with the review, drafting and negotiation of export/import terms in customer and supplier contracts
• Provide appropriate input to business reviews for program and new capture opportunities pertaining to trade compliance risks
• Provide annual trade compliance training programs to company personnel
• Assist with preparation of documentation for the import and export activities related to both permanent and temporary shipments, as well as transmittal of technical data to foreign persons
• Submit disclosure of potential trade compliance violations if necessary
• Ensure proper record-keeping of all shipments of hardware and technical data exports and prepare reports to USG as required

Supervisory Responsibilities:

This position carries out supervisory responsibilities in accordance with the organization's operating policies and applicable laws.  Responsibilities include interviewing, hiring, training and developing employees; effectives staff plans - assigning and directing work; performance appraisals, rewarding and providing for employee discipline when required; addressing complaints and resolving problems. Active mentoring and development of staff is a critical element of the supervisory responsibilities in order to create a high performing cohesive team.

• U.S. Citizenship Required. Ability to obtain and maintain US Secret Level Security Clearance upon hire
• Bachelor’s degree required, J.D. preferred
• Minimum of 10 years professional export management and compliance experience in a global corporate environment
• Thorough knowledge of ITAR/EAR, OFAC and BATFE regulations and proper use of Non U.S. controls on foreign products
• Familiarity with international logistics management, including understanding of the HTS/Schedule B commodity identification regimes
• Experience in export classification for hardware, software, technology, technical data including encryption and open source software use and application
• Familiarity with Foreign Corrupt Practices Act, Anti- Bribery regulation, UK Bribery Act, and other fair dealing regulations
• Proficient in Microsoft Office Suite of Software Applications and familiarity with SAP GTS a plus
• Proficient in Government systems for authorization submission and approvals
• Demonstrated ability to lead across organizational and functional boundaries to perform necessary compliance responsibilities
• Working Knowledge of OCR Ease System desirable
• Ability to comply with all Company guidelines, policies, procedures and embrace Company Core Values
• Occasional domestic and international travel required

The annualized pay range for this role is $172,523 - $220,446 USD along with a target incentive compensation plan (ICP) of 15%. The pay range provided is a good faith estimate representative of the experience level for the role described above.  TDSI considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
