Position Overview


The Export Compliance Specialist assists the government in facilitating export-related policy activities and support the F-35 Lighting II Joint Program Office (JPO) Export Compliance Office including preparation and coordination of presentations for committee review, interacting with applicable interagency partners such as Department of State for export licenses, and interpreting/maintaining export-related documentation.


Required Skills (Knowledge, Skills, Abilities)



  • Demonstrated knowledge and experience with International Traffic in Arms regulations (ITAR) licensing applications and review process.

  • Demonstrated knowledge of aircraft programs and systems.

  • Air Combat Command (ACC) and/or Acquisition background.

  • Demonstrated knowledge of Air Staff/OSD organizations and processes

  • Knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs.

  • Strong oral and written communication and presentation skills. Demonstrated knowledge of flat-level briefings and senior Principal-level interface.

  • Negotiation abilities: able to work with multiple organizations to reach outcomes.


 


Additional Information



  • Assist the Government in facilitating export-related policy for the JPO ECO, including preparation and coordination of presentations for LO/CLO Tri-Service Committee (TSC) and Executive Committee (EXCOM) review and approval, interacting with applicable interagency partners such as the Department of State for export licenses, and interpreting/maintaining export-related documentation.

  • Works different agencies such as SAF/AQL, SAF/IAP, AF/A30X, AF/A3OT, JPO Foreign Disclosure, and AFOSI-PJ to facilitate policy activities and objectives and supports updating the transition of the JPO from an acquisition program to operational use while simultaneously maintaining special access/technological security and mitigating risk.

  • Coordination of JPO integration and tactics issues with the USN, USAF, and USMC counterparts to ensure consistent DoD guidance between the services.

  • Working with the JPO International Community to interpret and maintain program security for Mission Data file development at reprogramming labs, exercises, formal training courses Distributed Mission Operations training, airshows, static displays, and other activities.

  • Support for the JPO Export Compliance Office with preparation and coordination of presentation for LO/CLO reviews, preparation of Principals for decisions, cross-coordination with staff, and all follow-ups therein.

  • Assisting JPO Export Compliance Office in the assessment of an ORD-compliant air system within the National Disclosure Policy (NDP) guidelines and ensuring the system is certified for export with JPO international customers.

  • Interaction/liaison with JPO IPT structure, Dept of State, DTSA, Service Foreign Disclosure offices , the Joint Staff, COCOMs, Air/Navy/USMC components, Pentagon primary staff offices, OSD Senior leader offices responsible for F-35 actions/activities (OSD (A&S), OSD (R&E), SAPCO, T&E, Policy, International Cooperation, NATO Policy, Nuclear Policy), prime contractors, foreign governments, and contractor offices with impacts to the JPO programs of record across the capabilities

Years of Experience/Education Requirements



  • Bachelors Degree or 5-7 years of experience related to the labor category
