Export, Contracts & Compliance Specialist


 

Overview:

This position reports to the Senior Manager, Export Control and is responsible for the execution, enforcement, and enhancement of export compliance, contracts, and security requirements and procedures relative to U.S. Government and U.S. defense contractor accounts, international  accounts, and associated activities. They will serve as the primary interface with BIS / US State Department, understanding their requirements. 

  

Essential or Primary / Key Responsibilities:


  • Function in a corporate matrix-type environment, managing export regulated efforts, projects, and programs between departments & business units within the Marotta organization.

  • Review and screen customer and internally provided export documentation (End User Statements, PO, Sales Order, Specifications) to ensure all key elements of the Export Control Checklist are met.

  • Maintain orderly records/files of hardware and technical data exports (by electronic portal) for all Marotta export licenses.

  • Submit export license requests to the US Department of Commerce (BIS) and State (DDTC), including personal registration as required with departments of the US Government.

  • Provide guidance to non-cleared employees regarding relevant CUI/CDI handling requirements (e.g., export control, international contacts, etc.)

  • Function as the assistant FSO (Facility Security Officer), including: monitoring foreign national visitors to Marotta Controls, the proper receipt of Contract Security Classification Specifications (DD Form 254) from prime contractors and timely issuance to subcontractors; granting/removing facility access via the access control system; and tracking security clearance investigations and performing support functions for the cleared population via secure DoD portals

  • Assist in maintaining all security documentation and files in accordance with Government requirements.

  • Liaison with Government entities, external and internal customers to resolve issues.

  • Coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual document.

  • Adheres to contract policies, procedures, methods, operating practices, and performance standards for areas of responsibility.

  • Serves as a liaison with the PMO, Functional managers, and customers regarding contracting issues, secure approvals and ensure successful contract execution.

  • Develop or review prime contract and subcontractor flow down documents to ensure compliance with prime contract requirements and to minimize company liability.

  • Perform all aspects of assigned contracts or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements, and other commitments.

  • Observe and support in preparation of negotiations, drafting required contract administration documentation etc.

  • Generate and maintain contract documentation.

  • Review purchase orders.

  • Assist in ensuring contract acquisition and fulfillment in accordance with company polices, legal requirements, customer specifications, FAR and DFAR.

  • Assist in negotiations, execution and management in Contracts.

  • Assist in initial and refresher employee training regarding export control, security awareness and contracts.

  • Other duties as assigned/determined by the FSO, Contracts, and Export Control Managers.

  • Review customer terms and conditions and provide recommendations to management relating to any exceptions or items of concern or caution to identify risks as part of the customer contract lifecycle from pre-award through post-award.

  • Support, red-line, and coordinate NDAs, contractual documents, reports and other correspondence as directed.

  • Follows and enforces established Marotta export compliance program, including data item markings, and procedures for both international and domestic accounts.

  • Submit applications for product classifications requests, export licenses, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA), & subsequent follow-up, tracking, communication and maintenance of the records.

  • Maintains complete and thorough records of all contractual negotiations and export compliance activities.

  • Maintain up-to-date knowledge and understanding of government regulations, contracts, ethics, and compliance reporting and responsibilities.

  • Support internal investigations and audits with regard to ethics and compliance issues (as required).

  • Able to travel in support of training, negotiations, program reviews, and general client meetings.


 



  • Bachelor’s Degree (B.A., or B.S.,) from an accredited college or Paralegal Certification required, advanced degree in law, business, engineering, or related field highly desirable.

  • 1 - 5 years of experience with export control, government FAR/DFARS security topics, and/or contract review.

  • Three plus (3+) years relevant experience directly related to government or commercial contracting and/or export required. Experience with various contract types, including fixed-price, time and material, cost reimbursable, blanket purchase agreements (BPAs), and IDIQs.

  • Ability to interpret and execute Federal and International Regulations as they apply to government exports and contracts (ITAR, EAR, FAR, DFARS, NFS, DPAS, UCC, etc.).

  • Working knowledge of U.S. export control laws and regulations with a special focus on Department of State and Department of Commerce regulations as applicable to Marotta products and services.

  • Ability to read and interpret contractual documents throughout the business cycle; from proposal through post-award.

  • Exemplary verbal/written communication skills required for interactions with all levels of personnel within the organization, as well as any and all outside agents, including but limited to; U.S. and foreign government representatives, vendors, suppliers, customers, etc.

  • Highly computer literate with MS Office / PC expertise, and demonstrated experience with applicable government contracting systems (e.g. web portals).

  • Understanding of facility security protocols for the protection of CUI, CDI, and other proprietary information.

  • Ability to establish and maintain relationships with internal and external clients.

  • Must be able to function in a fast pace, team focused environment.

  • Familiarity with US Government Contract Administration including FAR and DFAR regulations desirable.

  • Excellent verbal and written communication skills are required.

  • Ability to obtain and maintain a Secret security clearance required.

  • Must be a US Citizen.
