Job Description

Top Aces Corp (TAC) is a US-based company headquartered in Mesa, AZ at Phoenix-Mesa-Gateway Airport, specializing in airborne training services. TAC is seeking an Industrial Security and Trade Compliance Specialist to help support the company's security and international trade measures necessary for administering the applicable requirements of the National Industrial Security Program Operating Manual (NISPOM) and International Trade Programs. The role will support the company Insider Threat Program and perform the necessary functions of company COMSEC alternate custodian. The role will serve to support security concerns perceived as a critical process within the organization. The position will also provide security and trade compliance guidance and advice to department leadership.




ESSENTIAL DUTIES AND RESPONSIBILITIES:


Supports the day-to-day operations of the company's Industrial Security and Trade Compliance (ISTC) Programs that enables the business with the following actions:




Industrial Security



  • Verifies security clearance status for visitors and potential new employees, subcontractors, and consultants.

  • Administers the security clearance process for employees through DCSA System of Record (SOR) including electronic fingerprint processing through the company's external suppler and SWFT.



  • Aid in the development and administration of company security policies and procedures.

  • Assist in providing security and trade related briefings and training as necessary to support the Industrial Security and Trade Compliance Programs

  • Investigate security incidents, oversee corrective actions, and prepare reports for internal coordination addressing investigation results.

    • Develops and provides foreign pre/post travel briefings in accordance with government requirements.

    • Participate in the company Insider Threat program as an active team member.

    • Supports and assists with self-inspections and DCSA Security Reviews

    • Supports the logistical coordination for special security related events, seminars and site visits with industry and collaborative partners.

    • Work with the ISTC Manager on budget planning and department resources.

    • Work with the ISTC Manager to ensure FOCI compliance in accordance with the company Proxy Agreement and related supplemental plans (AOP, ECP, TCP and VCP), communicate any FOCI concerns or violations detected to the ISTC Manager.

    • Maintain a membership and ensure active involvement in NCMS meetings and events.

    • Perform related duties, special projects and assignments as assigned by the ISTC Manager.






Trade Compliance



  • Maintain understanding and compliance with trade regulations, namely the US International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).

  • Collaborate with international counterparts, for coordination of international intercompany trade compliance.

  • Analyze and interpret trade regulations and maintain current knowledge of changes.

  • Provide guidance to organization regarding interpretation of US trade regulations.

  • Prepare, submit, maintain export authorizations (export licenses, agreements, exemption adjudications, etc.).

  • Remain compliant with all trade related record keeping requirements.

  • Administer training to company employees on US trade compliance regulations, internal policies and best practices.

    • Perform related duties, special projects and assignments as assigned by the ISTC Manager.






SKILLS AND/OR QUALIFICATIONS:



  • In-depth knowledge of the NISPOM, ITAR and EAR.

  • Well organized, ability to multi-task and work under tight deadlines

  • Strong communications skills, positive, professional attitude, able to take initiative

  • Ability to work independently in a fast-paced environment

  • Ability to prioritize competing demands

  • Willingness to roll up your sleeves to get the job done

  • High attention to detail with excellent organizational and follow up skills

  • Excellent computer proficiency with MS Office - Word, Excel, PowerPoint and Outlook




CERTIFICATIONS, LICENSES, REGISTRATIONS:




  • Possession of an FSO Program Management Certificate preferred.




EDUCATION AND/OR WORK EXPERIENCE:



  • 1-5 years' experience in an FSO role, ideally in the aviation or DoD sector.

  • Experience working with security related federal partners; DCSA, FBI, DHS, etc.

  • Experience with export-controlled equipment and information





PHYSICAL REQUIREMENTS:



  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.

  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards

  • Must be able to lift and carry up to 50 lbs

  • Must be able to talk, listen and speak clearly on telephone




SPECIAL WORK CONDITIONS:



  • Must have or be eligible to reactivate a Secret level PCL and must meet all ITAR requirements.
