Summary & Scope:


The Manager, Trade Compliance will provide expertise and oversight of a broad range of import, export, trade remedies, Anti-dumping (AD) and Countervailing Duty (CVD) and other trade compliance activities. This role focuses on mitigating risk, monitoring regulatory changes, and developing and enhancing the company’s trade compliance framework. This position requires a manager with strong knowledge of AD/CVD investigations, has robust analytical skills to scrutinize case scope to determine applicability to Samuel. 


This role will be responsible for the development, execution and maintenance of the U.S compliance program. Your focus will be to ensure that Samuel business units are compliant with all applicable customs and trade regulations, enforce compliance, create and deploy policies and procedures, deliver training, develop and drive process improvements and to optimize duty reduction with all available duty mitigation programs.


Responsibilities



  • Manage Anti-dumping (AD) and Countervailing (CVD) duty spend, perform trade compliance risk assessments, and develop corrective action plans

  • Monitor and keep current on the rapidly changing trade environment, trade-related regulatory and legislative changes, customs rulings and court decisions; communicate impact to the business and take appropriate actions to protect and deliver benefit to the business

  • Drive scalable business solutions to ensure compliance with all applicable import and export laws and regulations 

  • Create, update and implement standard operating procedures, work instructions, and other governance documents, as well as develop and deliver relevant training to align with business and regulatory needs. 

  • Perform and manage import/export audit program, implement scorecard to measure broker performance, execute after action review  to determine  root cause and implement  corrective actions

  • Conduct Quarterly Business Review (QBR) with custom brokers to evaluate performance, review compliance and identify continuous improvement opportunities

  • Manage the trade compliance continuous education program.  Create and deploy training program on all aspects of trade compliance

  • Analyze import data to identify trends, minimize risks and identify opportunities

  • Drive cost savings and efficiencies through continuous improvement and effective management of trade compliance program, efficient internal processes, free trade utilization, Return Goods  provisions, Temporary Import Bond, Quotas and Section 301 Exclusions 

  • Effectively manage trade compliance continuous improvement programs to drive efficiency and improvements

  • Work with centralized classification and free trade function to identify and evaluate opportunities to facilitate duty reduction while administering compliance

  • Manage relationship with 3rd party providers such as custom brokers and freight forwarders, develop broker Standard Operating Procedures (SOP) and lead broker Request for Proposal

  • Develop and implement trade compliance risk mitigation programs and strategies

  • Leverage advanced knowledge to drive process improvement, efficiency and automation

  • Develop SOP for all areas of compliance and deliver training to internal and external stakeholders

  • Provide subject matter expert advice and guidance regarding all aspects of trade compliance

  • Manage and communicate with U.S Customs & Border Protection and other governmental departments to resolve import issues, create response to CF28, CF29, and other requests.

  • Create and file petition to eliminate or mitigate penalties and/or Liquidated Damages issued by U.S Customs & Border Protection


Skills and Experience:



  • Bachelor’s degree is required

  • Professional designations - Certified Customs Specialist (CCS), or Licensed Customs Broker is an asset

  • 8 + years of progressive responsible trade compliance experience in highly regulated, multi-location and multi-business unit environment. 

  • Must be self-motivated, goal oriented, and possess the ability to work independently to produce and deliver timely results 

  • Proven hands-on experience in the development and implementation of trade compliance programs to mitigate risks, improve efficiency, and streamline processes

  • Established ability to identify and research issues, communicate findings, recommend solutions, and implement approved recommendations

  • Expert knowledge and prior hands-on experience dealing with goods subjected to anti-dumping and countervailing duties 

  •  Comprehensive knowledge and understanding of Partner Government Agencies requirements, Import/Export Licensing Requirements, Forced Labor, Tariff Rate and other Quotas, Section 232, 301 and other trade remedies.

  • Ability to handle complex matters pertaining to all aspects of antidumping and countervailing duty investigations and reviews

  • Must be able to actively lead/participate in the development and maintenance of policies and procedures to detect and mitigate risks

  • Ability to communicate with all levels of government  and internal leadership

  • Hands-on experience with filing petitions, duty drawbacks and prior disclosures 

  • Developed  ability to communicate and interact effectively with, and gain the co-operation of others at all levels of an organization

  • Prior hands-on experience with the development, creation and implementation of policies and procedures.

  • Ability to prioritize workloads and manage deadlines while working on multiple assignments


SOFTWARE KNOWLEDGE:



  • Knowledge of Microsoft D365 would be beneficial 

  • Proven ability to work with Information Technology group and/or technology software to implement controls, automate processes and bridge the gap between trade compliance requirements and local ERP systems

  • Proficiency with Microsoft Word, Excel, Teams, Outlook, Power BI

The salary range for this role will be $107,200-$147,400 annually.
