The Caddo Nation is seeking a Procurement Specialist to oversee and administer the tribal government's procurement and acquisition program. The primary duties of the position include identifying key potential suppliers and service providers, negotiating purchasing and services agreements, and ensuring that materials and products and services acquired meet the Nation's requirements and specifications. The position is responsible for administering and ensuring compliance with the Nation's procurement policies and procedures and other applicable laws.
The Procurement Specialist is expected to build professional vendor relationships to secure the best prices on products and services acquired by the Nation. The position ensures that goods or services meet the quantity and quality expectations of the Nation.
The position is expected to be proficient in the use of computer programs, including the Microix software currently used by the Nation, although some training is available. The position works on-site at the Nation's capitol complex.
Position may be full-time or part-time. Salary will be based on experience.
DUTIES AND RESPONSIBILITIES
Communication: Strong verbal and written communication skills are a requirement. These skills are essential to determine the Nation's product needs and to create constructive relationships with vendors.
• Project management: Manage multiple projects at one time. The ability to plan, delegate, and evaluate progress toward goals is necessary for the position.
• Negotiation: Negotiate vendor contracts effectively and with an understanding of price points and other requirements.
• Documentation, contracting, and oversight: Responsible for gathering and preparing documents, including quotes, proposals, and purchase terms and conditions. Analyze and monitor agreements and vendor performance. Serve as the primary point of contact for goods and services providers.
• Legal compliance: Ensure that procurement is made in accordance with the Nation's policies and procedures, internal controls, and applicable laws.
• Problem-solving: Must have strong problem-solving skills.
• Financial skills: Assist with account reconciliation and coordination with vendors, customers, and tribal program staff.
• Organization: Receives mail, invoices, invoices, and monthly bills, and processes deposits and fuel charges, and submits monthly bills, checks, receipts and other documents to the accounting team.
Handling property inventory assets and depreciation.
