The Research Compliance and Export Control Administrator is responsible for:
• The direction, oversight and administration of the University’s Institutional Review Board (IRB) and serves as the chair of the IRB committee
• The direction, oversight and administration of the University’s Ethics program.
• Providing significant assistance and advice to the University’s Facilities Security Officer and Export Control Administrator on compliance with ITAR and other export control issues
• Where necessary, developing and managing conflict-of-interest plans for employees engaged in sponsored research programs
• Developing or providing advice on research compliance training
• Providing legal advice on various legal and ethical issues
• Providing timely support to researchers on compliance and business ethics questions
• Working collaboratively with Research Institute and other University administrators to ensure that university research activities are in compliance with government regulations and University policies
• Working with the University’s Legal Affairs and Division of Audit, Risk & Compliance where necessary to support independent investigations, audits or other matters related to sponsored programs
• Providing legal assistance to the University’s Intellectual Property Officer |

Minimum Qualifications: |
• Juris Doctor
• At least six years of relevant experience
• Familiarity with human subjects research regulations or US export control laws and regulations
• Excellent interpersonal, analytical, organizational and communications skills including both written and verbal communications.
• A demonstrated commitment to high ethical standards
• An understanding of research and the university environment
• Demonstrated ability to make independent judgments regarding the interpretation and application of regulations and policies
• A demonstrated ability to clearly recognize and appropriately handle sensitive and confidential matters
• The ability to work independently while meeting deadlines and the ability prioritize needs while handling multiple important tasks
• Demonstrated experience in reviewing legal agreements, identifying risk areas and proposing mitigations
• Proficiency in the Microsoft Office Suite
• Valid driver's license with low risk driving record
Due to the nature of this position, U.S. Citizenship and a security clearance, or eligibility to obtain the same, are required.

Preferred Qualifications: |
• 10 years of relevant experience
• Comprehensive knowledge and understanding of US Department of Commerce’s Bureau of Industry and Security (BIS) laws, regulations and policies governing exports and International Traffic in Arms Regulations
• Comprehensive knowledge and understanding of Code of Federal Regulations Title 45, Part 46 Protection of Human Subjects regulations
• Experience working in a university or not-for-profit research environment
• Experience working for an organization conducting research for the Department of Defense
• A familiarity and understanding of the University of Dayton’s Catholic Marianist values
• Demonstrated proficiency in communicating complex regulations and policies to non-experts
