The Senior Manager, Global Trade Compliance (GTC) is responsible for the supervision and management of Telesat’s Trade Compliance & Security team to ensure Telesat’s global operations, including activities in Canada and the U.S. as well as regional offices in the UK, EU, Brazil and Singapore, comply with Canada’s Controlled Goods Regulations (CGR) and Export and Import Permits Act (EIPA), the U.S. International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), and other applicable export control, trade sanctions, and personnel security rules and regulations.

Responsibilities

Apply Canadian, U.S., and other applicable international trade regulations in a pragmatic and business-minded way to support operational goals of the business
Develop and implement policies and procedures for export, storage, record-keeping, and documentation of export-controlled materials consistent with industry best practices, to mitigate trade compliance risks
Oversee the company’s Canadian Controlled Goods Program (CGP) compliance
Oversee the company’s compliance with the Canadian Contract Security Program (CSP), including processing of CSP clearances and processes and procedures for holding COMSEC materials
Manage the determination, review, validation, and documentation of classifications of the company’s goods and technology according to Canada’s Export Control List (ECL) and the U.S. Munitions List (USML) and Commerce Control List (CCL)
Ensure that all government export/import licenses, agreements, permits, certifications and determinations needed to authorize the transfer of regulated hardware, software, technical data and services are obtained and maintained as efficiently as possible
Review and provide guidance on export- and security-related requests involving foreign suppliers and contractors, employee travel, visitor access, technical data exports, and hardware exports for compliance with regulations and authorizations and prepare appropriate marking/documentation
Work with business teams across the company to analyze compliance risks, devise creative solutions, and develop strong, trusted advisor relationships
Provide advice and guidance to Telesat’s senior management on the application, implementation, and business implications of relevant regulations
Work with Telesat’s IT Department to ensure corporate systems are managed in a manner consistent with regulations, and seek to implement appropriate enhancements to these systems to ensure efficiency and compliance
Conduct regular trade compliance self-assessments and audits and assist business units in identifying potential efficiency improvements
Lead, report, and assist with investigations of any purported non-compliance with export/import laws and regulations and with the identification, implementation, and maintenance of corrective actions
Keep abreast of changes in trade laws and regulations and provide strategic advice to operating units
Manage training for trade compliance and personnel security for employees and specific business segments and job functions, or related to specific programs

Education & Experience

This position requires a Bachelor’s Degree and minimum 10 years prior relevant experience in a leadership / management role.
This role demands exceptional analytical, communication (oral and written), presentation, and training skills.

Strong organizational skills and attention to detail
Must display a high degree of initiative, discretion, integrity, and personal judgment
Expert knowledge of Canada’s Export and Import Permits Act, Controlled Goods Regulations, and Contract Security Program, and U.S. International Traffic and Arms Regulations and Export Administration Regulations, including encryption controls
Working knowledge of other country export, import, and customs laws and regulations, including those of the UK and EU
Proficient in commodity jurisdiction and classification determinations. A technical background and/or the ability to understand and work with engineering staff in making such determinations for hardware, software, and technology/technical data is an asset.
Experience using government tools for registration, licensing, and reporting related to exports, such as NEXCOL, DECCS, and SNAP-R
Relevant experience in an aerospace or other technology-heavy industry is preferred.
Familiarity or experience with customs related activities, including working with brokers, import requirements, country of origin, HTS Code classification, etc., is a plus, but not required.
Must work well in a fast-paced, multi-function environment with overlapping priorities

Exercises initiative and sound judgment in adapting policies procedures to address unusual situations and resolve policy conflicts
Supervises, mentors, and assists Telesat’s Trade Compliance & Security staff, including setting priorities, providing training, and reviewing performance
Provides guidance to management and employees in Ottawa and regional offices on meeting the requirements for the Controlled Goods Program and Contract Security Program
Provides guidance to management and employees in the interpretation of the regulatory and contractual requirements relating to relevant export controls

Working Conditions

Working conditions are typical of an office environment
Occasional travel is possible
Incumbent may be called in or consulted outside normal business hours as circumstances warrant

The successful candidate must be able to obtain and maintain clearance under the Canadian Controlled Goods Program (CGP) and hold or be eligible to hold a personnel Security Clearance to the level of NATO Secret/Top Secret.
