GovFirst is seeking an accomplished and results-driven Senior Procurement Specialist to join our client and lead complex procurement activities within the public sector in the North Bay Area. 


This role is critical in managing procurement for large-scale public works construction projects, repairs, maintenance, and high-value professional services contracts, including Architecture & Engineering. The successful candidate will bring expertise in end-to-end procurement processes, ensuring compliance, efficiency, and alignment with organizational goals. 

This senior-level position requires an in-depth understanding of public procurement laws, regulations, and best practices. The ideal candidate will have proven experience in preparing Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitation documents, combined with the ability to collaborate across departments and negotiate high-stakes contracts. 


RESPONSIBILITIES:

Procurement Leadership
  • Strategic Solicitation Development: Create and issue comprehensive solicitation documents, including Invitations for Bids (IFBs), RFPs, RFQs, and Requests for Quotes, ensuring compliance with federal, state, and local procurement regulations. 
  • Vendor Engagement:Identify and engage qualified vendors, including Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs), to promote diversity and inclusion in procurement processes. 

  • Contract Evaluation & Award:Lead proposal evaluations, perform cost/price analysis, and facilitate award recommendations with a focus on achieving the best value for the organization.
Collaboration and Compliance

  • Cross-Department Coordination: Partner with internal stakeholders to define scopes of work, refine specifications, and resolve ambiguities in project requirements. 
  • Legal and Risk Oversight: Consult with legal and risk management teams to draft and review contracts, ensuring adherence to applicable laws and risk mitigation strategies. 
  • Stakeholder Communication:Serve as the primary liaison between internal departments, external contractors, government agencies, and community partners. 
Technology and Process Management

  • e-Procurement Administration:Manage procurement activities using advanced e-Procurement platforms, including posting solicitations, issuing addenda, and responding to inquiries. 
  • ERP System Utilization: Oversee the use of Enterprise Resource Planning (ERP) systems (preferably Oracle) for requisitions, purchase orders, and procurement tracking. 
  • Process Improvement:Develop and implement procurement policies, procedures, and training programs to enhance efficiency and compliance.
Contract and Project Management
  • Negotiations and Awards:Lead complex negotiations, including facilitating Best and Final Offers (BAFOs), ensuring favorable terms that align with organizational priorities. 
  • Subcontractor Verification: Ensure compliance with licensing, insurance, and prevailing wage laws for subcontractors prior to contract awards. 
  • Public Procurement Expertise: Demonstrate proficiency in delivery methods such as Design-Bid-Build, Design/Build, and Qualifications-Based Selection (QBS) for professional services.

Reporting and Leadership

  • Documentation and Analytics: Maintain detailed records of procurement activities and prepare analytical reports for senior leadership. 
  • Leadership Support: Act as the senior point of contact in the absence of the Procurement Manager, handling escalated procurement matters and overseeing critical projects. 


Requirements

REQUIRED EDUCATION:
  • Bachelor’s degree in Business Administration, Public Administration, or a related field. 
  • An Associate degree combined with significant professional experience will be considered. 
REQUIRED EXPERIENCE:

  • Minimum: 6+ years of procurement experience, including managing complex competitive bidding processes and public sector contracts. 
  • Preferred:Experience with construction and professional services procurement, particularly within public entities. 


REQUIRED CERTIFICATIONS: (Preferred) Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO). 

REQUIRED SKILLS:
  • Extensive knowledge of public procurement regulations, QBS processes, and contract management. 
  • Advanced proficiency with ERP systems, e-Procurement tools, and data analytics for procurement reporting. 
  • Strong negotiation, organizational, and communication skills, with the ability to build relationships across diverse teams.
