The Senior Procurement Specialist performs complex technical and analytical duties involved with the research, analysis, technical writing and acquisition of specialized equipment, materials, services, and supplies. Promotes the most effective and efficient use of City and County funds in the acquisition process. Evaluates market conditions and trends. Develops purchasing and procurement specifications and arrangements, which are communicated to requesting departments.


Additionally, the Senior Procurement Specialist works in partnership with other employees, departments/divisions, agencies, and the public in delivering effective and innovative goods and services. Leads the development and facilitation of all Request for Proposals (RFP), Request for Qualifications (RFQ), and Invitation for Bid (IFB), as well as back up support and liaison for contract administration.

Essential Required Tasks/Examples of Duties

Solicitation

  • Meets with department staff to conduct a thorough evaluation of procurement needs and clearly communicates recommendation to departments; provides clear direction on roles and responsibilities to the department throughout each phase in the procurement lifecycle

  • Coordinates with Procurement Contract Administrator and departments to develop specifications, insurance requirements and performance conditions to elicit competitive bids for projects, commodities, and services. 

  • Develops written solicitations using technical writing skills and the evaluation criteria including leading the evaluation process used toward the request for proposal.

  • Prepares detailed pre-submittal documents; facilitates pre-bids, facilitates evaluation panel training, facilitates proposer interviews, prepares addenda and award notices.

  • Receives, analyzes, and evaluates formal bids. Checks quantities, specifications, and compares competitive products/services for desirability and use. Recommends contract awards; prepares supporting evidence in the case of a challenge. As appropriate, proposes user acquisition specification changes and performs debriefing meetings as requested from submitting parties. 

  • Collaborates with the City Attorney’s Office regarding negotiations and contracting needs.  

Department Support

  • Acts as back-up program administrator for P-Card System; may train new users and offer assistance when needed. Updates vendor information, user administration and commodity codes in the BidNet solicitation management system.

  • Acts as back-up for the Procurement Analyst and may review requisitions and issue purchase orders as needed.

  • Acts as the Procurement Section Lead in the absence of the Procurement Manager and Procurement Contract Administrator. This may include providing supervision to staff in regards to daily activities, work functions, and training, such as the Procurement Analyst position.

  • Acts as a backup for the Procurement Contract Administrator in answering CORA requests. Responds to requests within the required deadline and provides the requested information to the City Clerk's office


Minimum Qualifications


Education 

  • Associate’s degree in Public Administration, Business Administration, or a related field.

  • Bachelor’s degree preferred.

  • Certified Professional Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) preferred or ability to obtain after successful employment 

Experience 
  • 5 years of progressively responsible procurement experience required. 

  • Municipal governmental contract administration, contract management preferred.

OR


Years of related experience may be substituted for required education, however  education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience


NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):

New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check and sex-offender registry.

  • Work is generally scheduled M-F with some evening and weekend hours and may be performed in City/County work locations and/or, under approval, from at-home or other teleworking locations as required

  • Work is performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfield’s remote work policy

  • In-person customer/client/team meetings required.

  • Physical demands are described as sedentary (exert up to 50 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time but may involve walking or standing for brief periods of time).

  • Required to move about office/facilities

  • Required to communicate and/or detect sounds

  • Requires walking or standing to a significant degree

  • Tasks may require use of a computer for several hours

  • Travel by automobile may be required to attend meetings.

  • Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision.

  • Work is mainly in an indoor office environment.
