DescriptionJob Summary:
Assists the Piedmont Healthcare Preparedness Coalition manager with professional and administrative work including planning, organizing, and directing the implementation of the Piedmont Healthcare Preparedness Coalition (PHPC) work plan, regional projects approved by the Coalition and the regional medical disaster response and recovery (Emergency Support Function 8) program. Specifically responsible for logistical activities of the PHPC in a manner consistent with the guidelines set forth by the North Carolina Office of EMS (NCOEMS), including, but not limited to, maintenance and organization of equipment in a deployment ready status and maintenance of deployment guidelines and protocols. Responsible for inventory reporting and up-to-date inventory maintenance in the NCOEMS approved inventory management system. Responsible for maintaining an adequate supply and equipment inventory for an effective regional disaster medical response. Maintains state-of-the-art knowledge in areas of responsibility through contacts with industry peers and involvement with EMS, Hospital, and Emergency Management associations. Responsibilities include decision making in response to a variety of emergency incidents, coordination and completion of multiple projects assigned by the PHPC. This position must also maintain a thorough working knowledge of the job description of the HPC manager and must be prepared to assume those responsibilities in his/her absence. Works under general supervision and is evaluated primarily on the basis of results achieved. This position also has reporting responsibility to the Healthcare Preparedness Coordinator for the North Carolina Office of Emergency Medical Services.
Education / Experience:
Bachelors Degree in healthcare or emergency management related field and 2 years of experience in healthcare emergency management and 1 year experience in disaster preparedness planning or an equivalent combination of education and experience. Reports To: Manager, Healthcare Preparedness Coalition
Licensure, Certification and / or Registration:
Current licensure/certification to practice as a Healthcare Professional in the State of North Carolina by the appropriate licensing agency. Certification in ICS 100, 200, 300, 400, 700, 800, FEMA IS 235, and HSEEP, or the ability to gain those certifications within 1 year of employment. North Carolina driver's license CDL-A. Maintains licensure to operate forklift equipment. 3+ years of experience driving OTR tractor trailers with a current NCDL CDL-A.
Essential Functions:
1. Adheres to the general hospital standards to promote a cooperative work environment by utilizing communication skills, interpersonal relationships, and team building. Follows hospital and departmental policies and stays informed about changes in policies and procedures.
2. Serves as the Logistics Section Chief on a daily basis for the Healthcare Preparedness Coalition. Maintains team equipment and supplies in deployment ready condition at all times. Maintains accurate inventory of equipment and supplies using the NCOEMS approved Inventory Management System.
3. Serves as the SMAT II team leader and Medical Reserve Corps Coordinator for day to day operations. Maintains team equipment and supplies in deployment ready condition at all times. Assists the Piedmont Healthcare Preparedness Coalition Training Officer in the planning and presentation of appropriate training for team members. Maintains an up to date working knowledge of ServNC which is the statewide volunteer responder registry
4. Responsible for management of supply and equipment stock status. Determines upcoming supply and equipment replacement needs. Arranges exchange of expiring items with General Storeroom, or submits purchase fulfillment requests to Financial Coordinator, as needed, to maintain adequate and in-date equipment and supply levels.
5. Performs Receiving for all incoming items for inventory into appropriate system and proper placement within warehouse organization. Ensures that warehouse facility is maintained in a clean and organized state.
6. Works with the Operations Coordinator to develop load charts and mission packages for all mobile assets, and maintains Mission Packages in a deployment ready state.
7. Selects, manages, trains, and maintains a list (to include due diligence background investigation) of appropriately licensed and experienced CDL drivers. Manages and maintains the SMAT II vehicle and trailer fleet. Works with other hospital departments and personnel to ensure CDL drivers are authorized on hospital insurance to operate all vehicles, and to maintain all required fleet documentation.
8. Serves as the Logistics Section Chief for all SMAT II deployments using the NIMS Incident Command System or the Hospital Incident Command System Version 2014 (HICS-2014) as appropriate. Must have the ability to plan and deploy disaster medical response team and equipment anywhere in the Southeastern United States without assistance of senior leadership in the event the Regional Healthcare Preparedness Planner or higher management is unavailable at the time. Must have the ability to train other members of the team to serve as Logistics Coordinator in his or her absence. Assists the PHPC Training Officer in the planning and presentation of appropriate training for logistics team members.
9. Attends meetings as requested by the NCOEMS Hospital Preparedness Coordinator or the Regional Healthcare Preparedness Planner, to include: Quarterly Healthcare Preparedness meetings, Emergency Medicine Today, and any other meetings and conferences as directed by the OEMS and/or the RHPP.
10. Participates in disaster planning for the PHPC region as directed by the HPC manager. Assists the RHPP and the HPC Operations Coordinator with the facilitation and coordination of regional disaster education, training, and exercises for all appropriate regional partners. Maintains an up-to-date working knowledge of the State Medical Assistance Resource Tracking Tool (SMARTT). Monitors NC SMARTT and WebEOC for requests and changes in the region and state.
11. Completes all aspects of Scope of Work as determined by NCOEMS and provides monthly situation report of job activities to NCOEMS and the PHPC. Strengthens relations with stakeholders throughout the geographical boundaries of the HPC, and works as directed by RHPP to determine what assistance may be required to update their Regional All-Hazard Health and Medical Response and Recovery Plans. Completes other projects as deemed necessary by OEMS and/or the PHPC.
12. Assists the Mobile Disaster Hospital as necessary to ensure good working relationship.
13. Assumes responsibility for self-directed professional growth, attending in-services, meetings and other educational offerings as required. Participates actively in professional organizations and activities. Shares information with colleagues utilizing his/her knowledge as a teacher and consultant.
14. Completes all duties identified in the ASPR HPR&R Grant Program Scope of Work for their position, any additional duties that are identified to fall under the position expertise, and any additional duties as assigned by managers.
Skills and Qualifications:
Knowledge of the principles and practices of emergency services, grant administration, and project management.
Knowledge of local, state and federal laws related to disaster planning and emergency services.
Knowledge of current trends and developments in the field of emergency medical services and hospital disaster response planning.
Knowledge of office technology and presentation software.

Work Environment:
This position is on call 24 hours per day and must be able to respond to all emergency situations.
Must be able to wear a variety of personal protective equipment in a variety of environmental conditions.
Work climate varies from clean and well lit to wet, dark, and constricting spaces.
Significant overnight travel may be required.
May, on occasion, be expected to deploy with the State Medical Assistance Team into austere environments anywhere in the Southeastern United States.
May be exposed to hazardous chemicals, toxic agents, and radioactive materials.
May be exposed to blood-borne pathogens.
Moderate to high noise environment. Subject to many interruptions.
Subject to long and/or irregular hours.
Occasionally required to manage multiple tasks simultaneously.
