POSITION SUMMARY (Briefly describe the purpose of the position)

Support semiconductor trade compliance across all Integra Technologies locations ensuring transactional export compliance with US Department of Commerce, State, Customs, and other government agencies (OGA) requirements and regulations. Utilize trade compliance experience base and provide oversight and direction to ensure that the organization is positioned to be a winner in a complex, fast-paced, highly competitive industry in both the short term and the long term. 

 

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS INCLUDE (List in order of importance)

  • Provide direction to Integra’s Export Compliance Committee and lead monthly meetings of this committee.
  • Lead Integra’s Trade Compliance Group. Maintain and improve Integra’s Trade Compliance policy, classification of parts, supporting procedures, and training of others in the relevant procedures.
  • Understand and discern applicable US Trade compliance regulations, policies, and concepts for Integra Technologies.  Create and maintain trade compliance documents including work instructions and procedures.  
  • Conduct periodic risk analysis of Integra’s ITAR and EAR efforts and develop/execute plans to ensure continued improvement.
  • Support, manage, and influence continuous improvement of Integra’s International Trade Compliance processes, practices, and initiatives while staying aligned with Integra’s overall operations and business endeavors.
  • Ensures that organizational standard practices and procedures are followed in connection with export regulation requirements and that all functions are compliant with all applicable regulatory requirements and customer flow-downs.
  • Regulatory classification of goods and data for export shipments. Help classify technology and goods for export, assigning EIN, ECCN and HARMS codes, as needed.
  • Review of sales orders, managing various kinds of export compliance issues, such as denied party screening, part classification, ensuring proper end-user documentation is obtained and verified along with approval to issue a commercial invoice which will be used for international shipment.  
  • Vet employees, contractors, visitors, and contract manufacturers and provide ITAR/EAR access as needed.
  • Review change orders in Integra’s ERP system regarding part classification.
  • Review and release export holds in Integra’s ERP system from the Trade Compliance Group promptly.
  • Assist in the development and presentation of ITAR and export control training materials and conducting internal training to key personnel on trade compliance matters.
  • Maintain records and submit reports to various government agencies to meet regulatory requirements.
  • Assist in monthly auditing of export shipments.
  • Assist in analysis and recommend ongoing improvements to Integra’s export processes.
  • Coordinate and develop detailed compliance solutions with other departments.
  • Recommend, develop, and support the implementation of changes to company compliance processes.
  • Help all functional areas of the company on issues concerning regulatory compliance, such as the Technology Control Plan.  
  • Act as a key resource in trade compliance, provide oversight for audits and monitor all export compliance procedures relative to assigned job functional area. 
  • Lead and/or participate in compliance reviews, projects and training efforts; act on behalf of management, as required.

  • Oversee and ensure proper Trade Compliance transactional efforts are in place with all functions (Sales, Customer Service, Engineering, Operations, Purchasing, etc.) to meet committed delivery schedules to customers.
  • Support IT project development for International Trade Compliance requirements for tracking metrics and drive any required Integra database enhancements.
  • Frequent travel to all Integra Technologies locations is required. 
  • Flexibility to perform other duties as assigned.

JOB REQUIREMENTS INCLUDE (List as required or preferred)

 

Education: A Bachelor’s Degree in a relevant field such as business operations, engineering, or supply chain, is preferred; however, demonstrated international trade and semiconductor industry experience wherein the skills and abilities to perform the responsibilities and functions have been adequately demonstrated is acceptable.

 

Experience: 

  • At least 3 years of professional experience with a focus on logistics/trade compliance is required. 
  • Experience in a manufacturing environment, preferably in the semiconductor industry is strongly preferred. 
  • Experience with an enterprise-class ERP system is preferred, Oracle is strongly preferred.  

 

Knowledge/Skills:  

  • Must possess: 
    1. A strong understanding of government regulations with a primary focus on International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) and Customs requirements
    2. Excellent interpersonal and influencing skills with the ability to communicate and interact at all levels of the organization and support decision-making based on credible knowledge of International Trade Compliance.
