JOB SUMMARY


This role is crucial for ensuring that the company’s operations involving the export of aerospace products, services, technical data, and defense articles fully comply with global regulations. Employees in this position will either possess or acquire in-depth knowledge of key regulatory frameworks, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and the regulations enforced by the Office of Foreign Assets Control (OFAC). They will be responsible for providing strategic leadership in navigating the complexities of exporting within the highly regulated aerospace and defense sectors, ensuring that compliance is maintained without disrupting the organization’s processes.


DUTIES & RESPONSIBILITIES


Export Compliance Program Leadership:




  • Lead the development and implementation of the company's export compliance program in line with trade, aerospace, and government contracting regulations.




Regulatory Guidance:




  • Provide authoritative guidance on ITAR, EAR, OFAC, and other applicable export controls to internal stakeholders, ensuring compliance across all products, technology, and services.




Procedure Development:




  • Assist in creating and implementing procedures, instructions, and compliance tools to achieve full adherence to ITAR, EAR, and other relevant export controls.




Operational Support:




  • Support export personnel in developing efficient and effective work procedures to ensure compliance with global export regulations.




License Management:




  • Assist export personnel in managing export licenses, agreements, commodity jurisdictions (CJ), product classifications, and exemptions/exceptions for international business activities.




License Review:




  • Review and submit export licenses as required.




Contract Compliance:




  • Contribute to the negotiation and compliance of defense contracts, ensuring alignment with export/import regulations.




Cross-functional Collaboration:




  • Partner with cross-functional teams, including engineering, sales, and supply chain, to ensure a cohesive export compliance posture.




Training and Awareness:




  • Develop a training program and conduct in-depth training and briefing sessions to raise awareness and understanding of export regulations and their impact across the company.




Audit and Risk Management:




  • Design and lead audit programs to identify potential areas of compliance vulnerability and risk; develop and implement corrective action plans for resolution.




Government Interaction:




  • Serve as the key compliance contact for government audits and inquiries related to export activities; lead responses to governmental inquiries and investigations concerning compliance matters.




Regulatory Monitoring:




  • Maintain updated knowledge of changes to export control laws and regulations, monitor regulatory reforms, and advise on their impact on company operations.




MINIMUM QUALIFICATIONS


Education/Experience:




  • Bachelor's degree from an accredited institution required.




  • A minimum of 8 years of experience in trade compliance within the aerospace and defense industry with significant exposure to government contracts.




  • Expert knowledge of ITAR, EAR, and other global export control regulations with a demonstrated ability to interpret and navigate complex regulatory requirements.




  • Currently or previously designated an Empowered Official.




  • Proven leadership experience with the ability to manage a global compliance program.




  • Exceptional interpersonal skills with the ability to influence cross-functional teams and work effectively with government agencies.




  • Strong strategic thinking and problem-solving capabilities as well as acute attention to detail.




  • Professional export compliance certifications (e.g., CUSECO, CCEP) are preferred.




  • Exceptional organizational and project management skills with the capability to manage multiple projects simultaneously.

EMPLOYMENT ELIGIBILITY REQUIREMENTS




  • As a US Department of Defense Contractor, Astronics is bound by International Traffic in Arms Regulations (ITAR). Must be a US Person under ITAR to be eligible.




  • An offer of employment is contingent on successfully passing a pre-employment background screen and drug test which includes screening for the use of cannabis.




 


Base salary range is $132,983 - $199,474 per year.
