Avient has embarked on a multi-year journey to enhance our customer, supplier, vendor and associate experience through an enhanced ERP system!  We are looking for a highly motivated Trade Compliance professional to join our team and play a pivotal role in this exciting project by helping us bring cutting edge solutions and innovation to our business operations.  Through this project, incumbents will have an opportunity to make a positive impact on Avient’s success and achieve exposure to all levels of leadership.    


 


The Trade Compliance Manager is responsible for overseeing and executing all aspects of the ERP integration for the Global Trade Compliance (GTC) business workstream for all Avient business units globally. The position will report to the Global Strategic Trade Compliance Leader and will manage all phases including design, build, functional specifications, data migration, testing, training, defect resolution, security access, analytics and reporting, launch, and hyper care.  All functions will be performed under the direction of the ERP PMO and in collaboration with the Avient IT workstream lead.


 


In order to facilitate a successful ERP launch, this role will also support all business processes related to import/export compliance that are in scope for the GTC team.   


 


Essential Functions


·       Lead all aspects of the project plan for the GTC workstream.


·       Act as GTC workstream Lead by attending all ERP and 3rd party application meetings.


·       Provide direction and approvals on all GTC workstream initiatives.


·       Perform all GTC workstream analysis, solutions, and memorialize processes to meet ERP timelines.


·       Support the continuity and implementation of 3rd party application for Denied-Sanctioned Party Screening, Global Classification, and Free Trade Agreements.


·       Conduct all testing in 3rd party application and ERP; ensure defect resolution.


·       Develop training content for GTC workstream within 3rd party application and ERP.


·       Develop procedures and standard templates for GTC workstream.


·       Train GTC workstream and cross functional stakeholders throughout all regions.


·       Dimension and apply regional/country requirements for each relevant country rollout.


·       Other projects/duties as assigned.


Scope:


·       All global regions where GTC operates 


·       U.S. Person as defined by International Traffic In Arms Regulations (ITAR) 22 CFR §120.62


Education and Experience


·       4-year degree or equivalent experience in international trade or customs brokerage.


·       Minimum of 5 years’ experience in international trade or customs brokerage, or international business environment and regulatory compliance including import, export, classification (HTSUS), brokerage, customs and compliance.


·       Fluent in import controls under the jurisdiction of the U.S. Department of Homeland Security/Customs and Border protection


·       Fluent in export controls under the jurisdiction of U.S. Department of:  State/International Traffic in Arms Regulations (“ITAR”), Commerce/Foreign Trade Regulations (“FTR”), -Commerce/Export Control Regulations (“EAR”), Treasure/Office of Foreign Assets Control.


·       Proven Experience and successes with:


o   Project management.


o   Participating in ERP integrations or use in conjunction with a Global Trade Management system or 3rd party applications.


o   Import/Export Program Management:


§  Government registrations and licensing


§  U.S. Department of Commerce, State, Treasury, or Homeland Security inquiries, audits, assessments, etc.


§  U.S. and Canadian regulations, processes, and procedures


§  U.S. export control classifications for articles, software, or technology controlled on the USML and/or the CCL


§  HTSUS and Schedule B classifications


§  Oversight of Customs Brokers/Agents


§  Physical and digital recordkeeping


§  Import Powers of Attorney, Surety Bonds, and duty payment processes


§  Free Trade Agreement vendor solicitation, qualification, and issuance


o   Conducting internal discoveries and developing cause and corrective action plans.

·       Ability to read, interpret, and apply U.S. and Canadian government regulations


·       Proficiency with English in both written and verbal form


·       SAP S/4HANA and Thomson Reuters ONESOURCE experience preferred.


·       Intermediate to advanced knowledge of Microsoft Office Suite


·       Exposure to and understanding of U.S. and Canadian sanction and trade regulations governed by U.S. Department of State, Commerce, Homeland Security, and Treasury.


·       Exposure to and understanding of international commerce and commercial terms (INCO Terms), country of origin determination, as well as trade compliance practices and procedures as generally implemented in multinational organizations
