THE ROLE:
The Trade Compliance Official (TCO) is responsible for trade program management and providing direct support and guidance for locations with significant trade activities in North America and as identified by the Regional Trade Directors and the Senior Director of Trade Compliance. This person supports the Regional Director Trade Compliance in deploying regional initiatives, continuous improvement activities, management of audits and development of regional training materials.
CORE RESPONSIBILITIES:
- Subject matter expert in global trade compliance
- Support business location and regional management with consultancy related to customs, export control, sanctions, and anti-boycott compliance, as well as to areas where Customs or Export Control Authorities are the competent or enforcement agency (“Gatekeeper”)
- Work with business locations to interpret business issues and develop solutions
- Work with business locations to develop and share best practices
- Develop and implement Trade Compliance best practices together with other TCOs
- Provide business location input to the Xylem Trade Compliance function
- Provide Trade Compliance input to business locations and business functions
- Solve complex problems using broad perspective and input
- Develop and implement regional continuous improvement projects related to Trade
- Develop and implement trade compliance procedures into existing business trade processes and ensure compliance with applicable regulations and Xylem trade policies.
- Perform due diligence for high-risk transactions and sanctioned countries (STQ process)
- Perform initial and recurring training for employees outlining the complexities and responsibilities under all applicable [country] export regulations and U.S. re-export regulations as they may apply. Develop business location trade contacts.
- Ensure business location records are maintained according to applicable local and U.S. re-export regulations and Xylem policy.
- Assist Regional Director of Trade Compliance in improving and executing the audit program
- Lead functional teams or projects as required
- Prepare or assist in preparing jurisdiction, classification, and binding ruling requests for review and approval by the Regional Trade Manager or Director.
- Interface with Customs and Export Control Authorities (request for information, license applications, request for binding rulings, etc.); The TCO must be authorized by both the Regional Trade Manager and Business Location Senior Executive to sign license applications or correspondence with government authorities
- Manage Customs Brokers. Establish and oversee Standard Operating Procedures, Due Diligence Review, and Contracts with Customs Brokers. Manage relationship to ensure performance meets requirements and contractual obligations. Conduct business reviews with Customs Brokers at least on an annual basis.
- Review and confirm item classification in new product development process (gate reviews)
- Conduct and report on Trade Compliance Internal Review to ensure compliance with Xylem policy and government import and export regulations
- Assist in the strategy development for regional and global trade compliance objectives
QUALIFICATIONS:
- Bachelor’s Degree (International Trade, Supply Chain Management, Logistics or Business Administration) or 2-year college degree preferred with specialized knowledge in trade compliance with equal experience to commensurate.
- Minimum of 5 years of experience in Customs and/or Export Control compliance in an international business environment
SPECIALIZED KNOWLEDGE REQUIRED- including any required certificates, licenses, and registrations:
- Proficient in WCO Harmonized Tariff Classification
- Proficient in Local Export Control and US re-export regulations
- Proficient understanding and implementation of country specific Import / Export Regulations
- Incoterms
- Strong verbal and written communication skills in English.
- Cultural Competence (ability to effectively deal with many different cultures)
- Strong organizational, prioritizing and planning skills.
- Moderate computer skills, preferably knowledgeable in standard Microsoft programs.
- Ability to effectively communicate with Data Analysts
- Collaborative work style and customer service oriented.
- Self-motivated and disciplined with multi-tasking skills.
DAY IN THE LIFE: In this role, you will work primarily in an office setting and the physical demands may include but not limited to light lifting up to 25 lbs. In addition, this role will require travel up to 35% in the United States and Canada.

Job postings will include a wide salary range, with each role's pay falling within that range. The starting salary is based on factors such as skills, experience, location, and market conditions.
Salary range:
$70,500.00 - $126,500.00
