Export Control Specialist (Advanced experience required)

Type: Full-Time

Location: Kennedy Space Center Visitor Complex-Merritt Island, FL

Monitor the quality of products to ensure it adheres to export standards, manage paperwork, perform research and analysis, utilize cost-efficient methods, verify documents, produce progress reports, and liaise with external parties such as distributors and custom authorities.

Requirement:

  • 7-9 years of equivalent professional experience working with export control content.
  • Degree required (Bachelor’s or Associate) in a related field, preferably international studies, from an accredited educational institution.

Responsibilities:

• Applies expert level knowledge of laws, regulations, rulings, or instructions.

• Researches and provides recommendations for classifications of items/data for export or disposal.

• Independently gathers, organizes, and evaluates complex facts and evidence, such as in examining claims or investigating compliance with or violation of laws, rules, or regulations.

• Applies expert knowledge of the provisions of laws, regulations, procedures, practices, and documentation related to customs processes for entry and examination of imports.

• Applies expert knowledge of the provisions of Federal laws and regulations on prohibited and restricted items and requirements for admittance into the United States and into commerce.

• Applies expert knowledge of the Tariff Schedules of the United States, and understanding of the basic principles, factors, and terms used in the determination of tariff classification and value.

• Applies expert knowledge in interpreting and applying US export control laws and regulations.

• Trains others and serves as a subject matter expert (SME) in the export control regulations and serves as advisor to the agency export control program.

• Manages and performs audits of contractor export control programs to determine Export Administration Regulations (EAR)/International Traffic in Arms Regulations (ITAR) restrictions compliance.

• Prepares export license applications and supporting documentation.

• Documents export policy implementation issues and recommendations for improvement for NASA’s review and disposition.

• Updates the Export Control Program Desk Guide to ensure it remains current.

• Documents reviews, analysis, and disposition of NASA scientific and technical information briefings, papers, and other documents for Export Control requirements and advisability of public disclosure

• Develops, reworks documents, information releases, forms, templates, etc. in support of export policies and activities.

• Uses the Export Control (EC) SharePoint (SP) Tool for determination and release of documents and presentations.

• Upon export control determination, applies determination marking to documents and returns final documents to requestors.

• Independently works highly complex issues and provides recommended resolution and disposition.
