The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, anti-corruption & ethics, and trade.

The Global Alliance for Trade Facilitation ( GATF) provides assistance to developing countries in implementing the World Trade Organization’s Trade Facilitation Agreement (TFA). The GATF is a joint effort between the Center for International Private Enterprise (CIPE), the International Chamber of Commerce (ICC), and the World Economic Forum (WEF).

The Alliance brings together leading donors, local and global businesses, and international institutions to help deliver on the potential of the TFA to enable trade-led development. Private sector expertise is leveraged to spur commercially-meaningful trade facilitation reforms. The private sector provides first-hand insight into the problems caused by bureaucracy at borders to help develop innovative and practical solutions.

Position: Paralegal, Global Alliance for Trade Facilitation

Reports to: Trade Counsel and Senior Advisor, Global Alliance for Trade Facilitation

Scope: This full-time, regular, non-exempt position is based in Washington, D.C. The Paralegal is responsible for assisting the Trade Counsel in supporting transaction management, document drafting, administration of compliance processes, and conducting general paralegal and administrative activities connected to CIPE’s Global Alliance for Trade Facilitation programs.

Responsibilities and Duties

  • Support Trade Counsel and other team members in drafting contracts and other legal programmatic documents.
  • Work internally, including with project and internal Grants and Finance team, to help identify and resolve potential procurement and compliance issues prior to and during the contracting process.
  • Work with the Trade Counsel as part of an interdisciplinary team to identify and develop streamlined and efficient compliance processes and procedures where needed to improve operations, enhance team effectiveness, and mitigate risk.
  • Oversee management and recordkeeping of legal and compliance documents for the team, including ensuring proper use and maintenance of SharePoint and team databases, routing of documents, and filing of final and executed documents.
  • Provide logistical support to the Trade Counsel and participate in communication with internal and external stakeholders, including scheduling activities, drafting internal documents, preparing external communications, and generating status reports.
  • Procure, manage, execute, and monitor expenses incurred as part of the Legal Function portfolio.
  • Conduct research on legal, trade, and development matters under the supervision of the Trade Counsel.

Qualifications and Skills

  • Bachelor’s degree or equivalent required. Individuals with degrees in International Relations, International Business, Economic Development, Finance, Political Science, or Public Policy are encouraged to apply. Paralegal certificate desirable.
  • At least 2 years of relevant experience, preferably in a law firm, government agency, NGO, or corporate legal department.
  • Proven ability to handle multiple competing priorities and deadlines with demonstrated attention to detail, independently and with minimal supervision.
  • Demonstrated strong critical thinking and analytical skills.
  • Excellent English writing skills and the ability to produce polished documents, including draft contracts, MOUs, policies, procedures, and correspondence with a minimum of errors.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally, and in multiple time zones.
  • Ability to provide general administrative support, including submitting invoices for payment, helping to plan team meetings, and ensuring compliance with policies and procedures.
  • Interest in supporting operations and implementation of international development projects
  • Proficiency in MS Office, specifically MS Word, Excel, Access, and PowerPoint, MS Project or similar.
