Description:As a member of the Lockheed Martin Corporate International Trade Compliance Office, this role serves within the Corporate Legal Department of the Lockheed Martin corporate headquarters organization. This role will be responsible for planning, organizing, implementing, and executing Enterprise wide ITC review of IT Tools, websites, systems, or electronic environments designed or intended to enable collaboration across the enterprise with engagement to every Business Area.

Collaborate with Information Technology (IT), to include application/service owners and cyber security, International Trade Compliance (ITC), and business stakeholders to ensure on premise and cloud-based application compliance with ITC requirements. Interface with governance board to address application non-conformance. Ensure timely processing and full documentation of IT applications/services evaluations. Work with IT to manage the ITC revalidation process on applications/services in the IT Portfolio, LM Web Registry, and other workflow tools. Create, maintain, and audit the inventory of applications/services to ensure ongoing safeguarding and compliance release of Export Controlled Information (ECI).

Responsible for embracing and implementing Digital Transformation as it applies to ITC tools & processes, reviewing new tool requests against ITC capability and control standards. Develop and manage the ITC / IT review Program. Duties may include:

  • Reviewing, or delegating to an ECC, the review of tools, capabilities, websites, systems, or any electronic environment that are designed and intended to enable collaboration, innovation, and information sharing with foreign persons on the intranet or internet including on prem and Cloud-based applications.
  • Ensure timely processing of enterprise-wide applications to collaborate electronically with foreign persons, assist in the development and management of Access Control Plans, and related procedures.
  • Work with IT to manage the ITC revalidation process on LM Web Registry and other workflow tools.
  • Create, maintain, and audit the inventory of collaboration tools with foreign access.
  • Manage and coordinate ECC review of Program-Specific collaboration tools and sites including timely completion and tracking of Access Control Plans.
  • Collaborate with the ITC Compliance Team to develop annual audit plan for enterprise-wide collaborative tools.
  • Develops strategy and conducts audits, and training on tool vulnerabilities to support international activity
  • Lead Enterprise ITC Collaborative Operating Environment (COE) Program
  • ITC Training (COE approval process)
  • Collaborate with BA ITC as needed to develop and/or validate Policies and Procedures to meet Trade Control requirements at scale

Command Media and Access Control Plan development

  • Consultant to International Programs and Capture Teams in their pursuit and execution of international business worldwide
  • Facilitates the efficient and compliant exchange of technical information across international borders s though review of Enterprise IT tools
  • Liaison across Business Areas, Lines of Business, and functions for all RMS IT Applications supporting electronic exports
  • 1LMX Support with respect to compliant ERP implementation
  • Support and lead special projects and structured improvement events

Basic Qualifications:

  • Self-motivated, strategic thinker with excellent verbal and written communication skills
  • Understanding of ITAR and EAR regulations
  • Demonstrated ability to work independently with general supervision
  • Demonstrated attention to detail

  • Experience with Management Information Systems, Computer Science, Cyber Security, and Project Management
  • Experience with IT Tools and Platforms
  • Experience leading or supporting as a collaborative partner, the management of multiple IT DX projects to facilitate efficient exports with customers, suppliers, and partners
