Recognizes, negotiates, and recommends trade agreements, licenses, and exemptions for a variety of international dual use and defense-related programs. Extracts critical information from program Statements of Work (SOW), Tasking Assignments (TA), and technical description documents and incorporates necessary information into licenses, agreements, and Letters of transmittal for submission primarily to the U.S. Departments of Commerce and State to meet legal requirements specified such as EAR and ITAR. Manages license databases including SNAP-R and DECCs. This position reports to the Legal Department.

Conducts jurisdictional determinations and classification management of both defense and commercial dual use goods and services. Occasionally liaises with licensing and management officials at the Directorate of Defense Trade Controls (DDTC)


  • Assists a large variety of civil space and occasional defense-related programs in obtaining import and export licenses that are crucial in delivering dual use and defense product and services to many countries.
  • Assisting in helping to grow, strengthen, and build upon a Trade Licensing and Compliance Program aligned to serve and support every Kyocera group and division.
  • Advises, recommends, negotiates, and writes Validated Commerce Licenses, Import Certificates, and other import/export licenses and agreements as needed by projects and programs. Writes occasional Technical Assistance Agreements, Special Comprehensive Export Authorizations, Technical Data Licenses, and Classified Licenses.
  • Assists with programs and projects to identify and recognize how and when to use ITAR and EAR exemptions and exceptions under a large variety of export and import circumstances.
  • Assists in conducting periodic self-assessments of both enterprise and program/project specific programs to ensure ITAR/EAR-wide regulations are being implemented as required.
  • Assists in conducting administrative inquiries as necessary and coordinates all findings and recommended action to management.
  • Provides focused training to both enterprise and programs/projects relative to license application, submission, and implementation.
  • Assists with the oversight and implementation of the Technology Control Plan.
  • Approves foreign shipments and technical data exports via a variety of methods.
  • Performs other duties as assigned.


  • Four-year college degree, or equivalent combination of education and experience.
  • 3 years of experience writing Department of Commerce SNAP-R export license applications, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA), Classified Export Licenses (DSP-85), Technical Date Licenses (DSP-5), Temporary and permanent import/export licenses (DSP 61 and 73), Validated Commerce Export Licenses, Import Licenses and Certificates, and the ability to recognize and use ITAR and EAR exemptions and exceptions under a large variety of export and import circumstances
  • Working knowledge of shipping and receiving, U.S. Customs, and freight forwarder/broker's import/export practices, Incoterms, HTS, ECCN, Munitions classification.
  • License customs broker or any other certification related to trade compliance professional from an accredited school.
  • Working experience with SAP GTS is a plus.
