The Associate Governmental Program Analyst will receive direct supervision from the Foreign Direct Investment Program Manager and general program direction from the Deputy Director, International Affairs and Business Development, Governor’s Office of Business and Economic Development (GO-Biz). “International business development” as referenced here includes any efforts by the unit to directly or indirectly increase international trade and cross-border business – with the effect of stimulating economic activity in California. This position regularly supports activities with foreign individuals and organizations. Travel may be required up to 15%.

Working Conditions

Headquarters for this position is located in Sacramento County but is eligible for a full-time telework schedule under Government Code 14200 for eligible applicants residing in California.

Department Information

The Governor's Office of Business and Economic Development (GO-Biz) serves as the State of California's leader for job growth and economic development efforts. GO-Biz offers a range of services to business owners including: attraction, retention and expansion services, site selection, permit streamlining, clearing of regulatory hurdles, small business assistance, international trade development, assistance with state government, and much more.

Special Requirements

1. Describe your familiarity with foreign direct investment attraction and promotion. What would an effective foreign direct investment strategy look like for California? How can that strategy be devised to ensure inclusive, sustainable economic development?

2. Describe how you would approach working with economic development partners (local, state, and federal) and expanding international businesses to highlight opportunities for foreign investment in underserved communities and to address barriers to foreign direct investment in California.

Desirable Qualifications

  • Fluency in an additional language and/or experience living or working overseas

  • Direct experience in working with businesses in business development and marketing
