Job Summary

The Office of Research and Innovation’s Export Control team is responsible for managing and monitoring an effective control compliance program for the University. The Export Control team coordinates institution-wide initiatives to understand and apply federal export control laws and regulations to the wide variety of activities throughout the institution. In addition, the team works collaboratively with the Offices of Sponsored Programs, International Services, Global Engagement, Environmental Health and Safety, Human Resources, Office of General Counsel, and more.

The Export Compliance Manager, guides University personnel through understanding and complying with complex federal export control regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC). The Export Control Manager is responsible for export control management, including assisting in the development of training, education and assessment tools, and the assisting in implementation of policies, procedures and processes to promote the University’s ongoing compliance with export control laws.

The Export Compliance Manager must be able to independently manage aspects of Drexel University’s export compliance and import compliance-related programs. The individual must gain a broad understanding of the university’s organizational structure and of the responsibilities of various organizational units that may be impacted by federal export and import regulatory requirements. The Manager in this role is expected to promote, and track procedures to achieve compliance with U.S. export control regulations as well as related programs for international shipping, travel and collaboration. The individual must be able to interpret complex and nuanced federal export and import compliance-related regulatory requirements. The individual must be able to identify associated risks that exist across the university’s operations, inform the appropriate organizations, engage, and collaborate with the appropriate stakeholders, contribute to the design of new institutional programs, implement programs, and monitor new and existing programs.

This position reports to the Executive Director of Research Compliance.

Essential Functions

  • Export Control Management
  • Provide day-to-day operational export and trade regulation guidance and support to program personnel for proposed exports, re-exports, deemed exports, management of controlled data and other activities, including jurisdiction and classification determination, screening all parties to transactions, and conducting licensing analysis.
  • Collaborate with general counsel on the submission and tracking of ITAR export and temporary import licenses applications, technical assistance agreements, commodity classification and jurisdiction requests, and other export control documentation.
  • Collaborate with general counsel to submit, and track EAR export license applications, use of license exceptions, commodity classification requests as needed, and other related documentation proactively with company personnel.
  • Manage and monitor areas of trade compliance risk based on the University’s activities and provide periodic reports to program and functional leadership regarding concerns.
  • Provide guidance and transactional review of export shipping documentation to ensure proper Schedule B codes, ECCNs and license numbers are used and referenced; coordinate as needed with freight forwarders and import brokers.
  • Review export control terms in contractual documents to meet Drexel standards.
  • Conduct ongoing monitoring of monthly customs imports for proper classifications and request corrections as needed
  • Training and Audits
  • Track and manage the delivery of training to university faculty and staff on compliance with U.S. export and trade compliance regulations, including general awareness training, focused education and export license and agreement training to business staff and program personnel.
  • Provide training to faculty and functional support staff in export control jurisdiction.
  • Assist in the development and management of audit plans, implement and support audits of the company and its affiliates, and manage the implementation of any resultant remediation plans.
  • Other Responsibilities as Required

Required Qualifications

  • Bachelor’s Degree or Equivalent
  • 5 years of experience related to Export Control Compliance; or an equivalent combination of training and experience
  • All degrees must be received from appropriately accredited institutions.
  • Highly organized and motivated individual with the ability to work autonomously.
  • An integrity driven professional who will ensure all work is of quality that is expected from Drexel University
  • Strong operational knowledge of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), Office of Foreign Assets Control (OFAC) regulations, Customs regulations and other applicable domestic and international trade law regulations, supply chain operations, and the global trade network.
  • Strong working knowledge of DECCS, SNAP-R, and ACE.
  • Strong analytical skills and ability to lead cross-functional groups and work in a team environment
  • Strong communication skills and excellent verbal and writing skills to professionally communicate with diverse stakeholders.
