We are looking for an experienced Global Trade (GT) licensing professional to support export/import licensing and compliance activities in its Surveillance & Network Solutions (SNS) business unit - a fast paced and exciting working environment. This position reports to the Global Trade Licensing Senior Manager supporting SNS’s surveillance and targeting programs headquartered in McKinney, Texas. The Manager, Global Trade, will act as Empowered Official for a portfolio of programs. Responsibilities include working with colleagues to develop, write, review, and submit export/import authorizations and provide transaction support for exports/imports of hardware, technology, technical data, and services. The successful candidate will work closely with internal customers to support international capture activities and on-going program support in an efficient and timely manner. Additionally, this position will work with and mentor other global trade professionals through EO reviews or specific training. While this is not a supervisory role it positions the right candidate for future growth within GT.

This is not a customs or logistics position.

What You Will Do:

  • Develop export authorization strategies for international marketing, sales, support, offshore procurement, and manufacturing of defense and dual use articles
  • Prepare and submit export/import license applications, agreements, eligible exemptions/exceptions, and other requests for USG approval
  • Provide export/import authorization status updates to leadership and capture/program teams
  • Primary interface on interpretation of regulatory requirements or company GT policies and procedures for specific capture opportunities
  • Maintain, manage, and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and jurisdiction and classification determinations in compliance with applicable US Government regulations and company policies
  • Participate in technical programmatic discussions/meetings with program areas
  • Act as a resource for entry-level EX/IM GT personnel
  • Participate in compliance assessments, internal and external audits, and investigations

Skills and Requirements:

  • U.S. citizenship status is required as this position requires the ability to obtain a U.S. Secret Clearance within 1 year of start date
  • The ability to adapt to changing US Government and customer conditions; be flexible, cooperative, and collaborative
  • Demonstrated experience as an EO, applying for and managing ITAR and EAR export authorizations, and other export transactions
  • The ability to problem-solve, to work under time sensitive circumstances, collaboratively or independently, and to take initiative to address situations before issues arise
  • Able to present recommendations to solve business challenges
  • Self-motivated and results-oriented with ability to prioritize and make independent decisions using excellent judgement skills
  • Able to manage priorities of multiple complex tasks
  • Focused attention to details and follow through on assignments to achieve desired results timely
  • Ability to travel to McKinney, TX or other Raytheon locations as required

Desired Skills:

  • Prior experience as an EO with ability to obtain RIS certification within 12 months following hire
  • Prior experience leading a team and providing EO oversite; direct management/supervision of employees is not anticipated at this time.
  • Legal education and experience with compliance
  • Technical background in a STEM field
  • Knowledge of Customs and Border Protection (CBP) and logistics. Experience with Microsoft 360, DECCS, SNAP-R; and OCR EASE IT systems a plus

Required Education:

Typically requires a university degree and a minimum of 8 years prior relevant experience, OR an Advanced Degree in a related field and minimum of 6 years relevant experience.

The salary range for this role is $89,000.00 to $189,000.00; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
