Job Description

In this position, the candidate will apply their understanding of international trade regulations; and their skills and experience in general trade compliance administration to the technical attributes of Keysight hardware, technical data, software, and services; and the support of trade control processes, training, and guidance. The role is to build, maintain and implement the Compliance Management Program (CMP) for Keysight Export Compliance and Policies. The position requires management and oversight of the program, regular procedure reviews, and working with the business, functions, and ECP team to ensure complete artifacts and recordkeeping are maintained for the CMP.

Expected skills and responsibilities include the following:

  • Application of US Import and Export Control requirements as it pertains to Keysight shipments, Including Directorate of Defense Trade Controls (DDTC) /International Traffic in Arms Regulations (ITAR) and Bureau of Industry and Security (BIS) requirements.
  • Draft and Revise company policies and procedures in alignment with SME's and PIO (Procedure Implementation Owners)
  • Proactively audit processes and related documents to ensure compliance and seek continuous improvement opportunities
  • Monitor and audit Export Control and ITAR compliance-related requests through Ask.ECP/Procedure Update Tracking) and assign to the correct SME, review requests for touchpoints to related procedures and related documents
  • Monitor and manage document owner end-to-end procedure reviews for on-time completion.
  • SharePoint SME
  • Design and manage all artifacts and their related documents
  • Manage and update the ECP Annual Calendar
  • Manage document tracking log and archival of updated documents
  • Create ask.ECP quick parts and MOS to proactively identify training opportunities and high-risk areas
  • Create complex Adhoc SmartSheet and Excel sheets to provide reporting as requested
  • Create and manage Compliance Management Program to include annual reviews and monitoring of regulatory updates
  • Establish and maintain extensive contacts and information on the respective export regulations of other jurisdictions and countries around the world
  • Support Corporate ECP and Legal investigations, audits, and risk assessments as needed.
  • Support Corporate ECP export control development projects as needed

Job Qualifications

  • Bachelors 5 + years of experience
  • Knowledge of the BIS/EAR and DDTC/ITAR regulatory requirements
  • Specific experience and background in dealing with US and other countries' regulatory requirements preferred
  • Demonstrated experience with the Export Compliance and Policies regulatory environment and how it applies to the global manufacturing, sales, and service of products and parts
  • Self-motivated individual that can adapt to learning new technologies or using reference materials and data to understand the technology
  • The ability to successfully contribute to global trade and logistics for an S&P 500 company known as the best place to work, with great values and compliance.
  • Ability to effectively work with a diverse global workforce.
  • Ability to travel as required in support of position responsibilities
  • Demonstrated excellent teamwork, leadership, and communication skills

Preferred Locations: Colorado Springs, Loveland, CO, or Santa Rosa, CA. Also open to remote work assignments.

Colorado Pay Range: Min $98,900 to Max$164,830

California Pay Range: Min $106,810 to Max$178,020

Based on experience, education and skills, most offers will be between the minimum and the midpoint of the Salary Range listed above.
