This position works with SMUD's Fleet department to help insure we are meeting the requirement outlined by DMV, DOT, OSHA, or ANSI. Managing SMUD's Inspection programs including but not limited to Crane, Derricks, and other Aerial platforms. Assisting with equipment familiarization training while also helping to identify equipment flaws or potential failure.
Purpose
To coordinate and deliver training programs for SMUD personnel that meet regulatory and safety requirements and enhance employee skills, knowledge and career opportunities; works with vendors and subject matter experts to identify training needs for personnel; provides or arranges for training for all SMUD equipment operators to insure the qualified operator training requirements outlined in DMV, DOT, OSHA or ANSI regulations are met; manage SMUD's compliance and inspection programs including but not limited to the DOT and DMV testing and compliance programs to insure regulatory compliance.
Nature and Scope
Serves as a journey-level resource in a relevant professional discipline; works independently on projects of minor to moderate complexity; exercises independent judgment and discretion within established guidelines.
Duties and Responsibilities
- Supports SMUDs skills and knowledge needs by identifying training opportunities; perform needs analysis, feasibility studies, skill assessments, and training gap analysis; researches training programs and software to meet identified training needs. Delivers regulatory prescribed training as necessary to meet business needs, safety procedures and policies, may include but not limited to SMUD Policy, DMV, DOT, OSHA, ANSI and/or other regulatory training. Maintain an adequate number of certified commercial driver trainers and testers.
- Ensure SMUD maintains certification as training and testing facility for commercial drivers licensing.
- Delivers training to staff in the safe and proper use of new equipment and vehicles. Interpret Federal/State and regulatory agency rules and regulations and provides guidance and input to management.
- Supports unit training initiatives by designing and developing training courses; reviewing, evaluating and selecting videotapes/films/written training and educational materials to supplement in-house training and education programs; designing and developing programs based on performance gaps; designing and developing course content specific to new hires; reviewing lesson plans and course content to ensure technical and non-technical training needs are addressed.
- Facilitates training programs by conducting and/or coordinating course instruction; scheduling personnel for assigned training sessions; arranging for facilities, equipment, and announcements; tracking attendance; producing material; coordinating programs presented by outside trainers; conducting post-course evaluation; serves as point-of-contact related to training programs; maintaining training material and equipment.
- Assesses the needs for training program enhancements; evaluates the effectiveness of current offerings and consults with staff to ensure existing training is meeting both departmental and SMUD needs and quality standards; evaluates new technology and incorporates into training curriculum; develops and monitors performance measurements, metrics and performance plans related to training operations.
- Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract.
- Primary business unit contact responsible for ensuring department compliance with SMUD's Drug and Alcohol program as instructed by Labor Relations. Maintain confidential files related to DMV and the alcohol testing program.
- Maintains Traffic Control and Flagging certification and provides training on safe and proper traffic control/flagging processes.
- Performs related duties as required.
Required Education
- High School diploma or equivalent
Required Experience Qualifications
Three or more (3+) years of progressively responsible relevant work experience in the support of developing and implementing training plans related to electric utility industry or related transportation field and experience implementing and maintaining enterprise applications software in support of training processes, with SAP experience being highly desirable. Journey level or above experience/knowledge in the area of expertise, i.e repair and maintenance of vehicles and equipment, DOT/DMV or other relevant field/area with an understanding of the work processes and procedures. Experience with Microsoft office programs.
Required Licenses/Certificates
- The following requirements must be met during the first 6 months of probation:
- Smith Driving Instructor Certification and a Fork Lift Training Certification.
- A DMV On-Site Examiner Certification must be obtained and retained within 12 months of employment.
- Job requires the ability to obtain and maintain a Class A driver License; skill in driving both on and off the road, and operate heavy equipment typically used in field operations, including line trucks, boom trucks, bucket trucks, hole-diggers, dump trucks, etc. No major moving violations for the last 3 years.
- Commercial Driver License for at least 3 years prior to assuming the role.

Desirable Qualifications
- Two years of college or a trade school degree with coursework in developing and implementing training plans related to the electric utility industry or other related transportation fields.

On-site Work
This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
