OPPORTUNITY AT A GLANCE:

In this position, you will be responsible for leading day-to-day trade compliance operations at REDCOM. This role reports to the SVP of Operations and Compliance and partners with Legal to ensure the organization adheres to all applicable trade laws and regulations, including U.S. and foreign export controls, sanctions, and customs. The position will assist in risk management, ensure appropriate product classifications, draft, obtain, and manage appropriate export licenses, and support business operations across our organization. The Senior Trade Compliance Manager will draft and execute policies and procedures and provide regular training and support across the company. This position carries supervisory responsibilities for a small team (1-3 individuals).

 

ESSENTIAL FUNCTIONS:

  • Ensure compliance with U.S. export law and international trade regulations (e.g., EAR, ITAR, OFAC, CBP), including timely identification of license requirements pertaining to employees, partners, suppliers, customers, and end users.
  • Provide expertise with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), along with working knowledge of sanctions, embargos, and anti-boycott regulations set forth and administered by the Office of Foreign Assets Control (OFAC), and the Foreign Trade Regulations (FTR).  
  • Draft and submit applicable export license applications. Ensure that transactions comply with government regulations and internal procedures through review and approval of transactional requests for technical data, foreign travel, foreign visits, export and import shipments.  Make determinations regarding applicability of exceptions and exemptions.
  • Draft and submit commodity jurisdiction (CJ) and commodity classification (CCATS) request. Submit all related semi-annual and annual reporting to BIS and Dept of State.  Review and interpret U.S. Export Regulations (EAR and ITAR) to ensure appropriate classification of hardware, software, and technology throughout the product life cycle.  Serve as a subject matter expert in cross-functional collaboration with engineering and product management functions to properly determine classification and license requirements.
  • Maintain applicable trade compliance records in accordance with regulatory requirements and internal procedures.
  • Develop and deliver regular presentations, including Export Awareness training and program/function/department specific export training modules.
  • Embed with customer-facing, engineering, and manufacturing staff to maintain tight controls for export-controlled technology. Provide daily assistance regarding U.S. and foreign trade regulations; review international travel plans, foreign visitor requests, and shipping transactions; license execution, management and record keeping.
  • Develop, refine, and implement export/import compliance policies, procedures, and work instructions.  Drive company-wide trade compliance process improvements, routinely addressing risk, process, and value.
  • Collaborate with cross-functional teams to ensure end-to-end compliance.
  • Conduct and manage denied party/OFAC and BIS Affiliates Rule screening.
  • Partner with external groups such as the US Commercial Service, export enforcement teams, trade consultants, attorneys, customs brokers, freight forwarders and other organizations that assist and support our compliance efforts.
  • Monitor regulatory changes and assess their impact on business operations.
  • Represent the Company in customer and partner engagements.
  • Supervise and mentor one - three direct reports.
  • Lead and assist with internal and external inquiries/audits and any necessary corrective actions. Lead periodic self-audits and risk assessments related to trade compliance, including export licensing, exporting and importing, and record keeping.

KNOWLEDGE & SKILLS THAT ARE REQUIRED TO FULFILL THE ESSENTIAL FUNCTIONS:

  • Bachelor’s degree (Business, International Studies, Information Technology, Engineering, or other related field preferred) or equivalent work experience
  • 5+ years of trade compliance experience
  • 3+ years supervisory experience
  • Demonstrated ability to lead projects and compliance initiatives 
  • Strong knowledge and proficiency in ITAR (USML), EAR (ECCN), and Denied Party/OFAC screening. 
  • Expertise preparing and submitting license applications, Commodity Classifications (CCATS), and Commodity Jurisdiction applications (CJ)
  • Experience with identifying and applying applicable License Exemptions and Exceptions
  • Proficient with DECCS, SNAP-R, ACE, and ERP systems
  • Experience with US DoD and foreign defense contracts
  • Familiarity with Free Trade Agreements (FTAs), country of origin rules, and valuation methods
  • Experience drafting and executing internal trade compliance policies and procedures  
  • Experience supporting business development activities
  • Excellent oral and written communication skills, especially presentation skills
  • Strong organizational skills and exceptional attention to detail and accuracy
KNOWLEDGE & SKILLS THAT ARE PREFERRED TO FULFILL THE ESSENTIAL FUNCTIONS:
  • Proficient in the application and interpretation of the ITAR USML Category XI and EAR Encryption technologies Category 5 (Parts I and II)
  • Certified Export Specialist (CES) or similar credential
  • Experience with AI impacts to Export Compliance practices
SPECIAL WORKING CONDITIONS:
  • Hybrid work environment (work-at-home and in-office)
  • This position may require occasional extended work hours to meet project/customer goals
PHYSICAL REQUIREMENTS:
  • The employee must be able to work on a computer workstation for extended periods of time requiring the ability to hear, have visual acuity, and have manual dexterity.  This position is an office-based position with limited travel and lifting requirements that would be rare to the role.
ORGANIZATIONAL CONTEXT:
  • 1-3 direct reports to support export and trade compliance with influence and authority in the areas of travel for business development and shipping compliance

The wage range for this role considers the range of qualifications that are considered in making compensation decisions including but not limited to skill sets; experience and training; education and certifications; and other business and organizational needs. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each position. 
 
Sr. Manager, Trade Compliance Hiring Range: $130,000 - $145,000 annually
