The Senior Export Compliance Officer will support and lead import, export, and trade compliance activities at site and regional level. The role will act as a key focal point for export compliance operations, regulatory oversight, transaction screening, licensing, compliance programs, audits, reporting, training, and continuous improvement of trade compliance processes. The position requires strong knowledge of U.S. export controls, Malaysian trade and customs requirements, restricted party screening, export licensing, compliance documentation, and operational controls.

 

Key Responsibilities:

 

Trade Compliance and Regulatory Oversight

  • Act as the primary focal point for import and export compliance.
  • Ensure compliance with applicable U.S. export control regulations, including EAR and ITAR, as well as OFAC, BIS requirements, Malaysia Strategic Trade Act 2010, and other applicable local and regional regulations. 
  • Maintain up-to-date knowledge of U.S., Malaysian, local, and regional export control, customs, and sanctions regulations affecting trade operations.
  • Monitor regulatory changes and support timely implementation of required updates within the organization. 
  • Review, update, and implement export compliance procedures, forms, internal controls, and operating practices to support overall compliance with export laws and regulations. 

Transaction Screening, Export Controls, and Operational Compliance

  • Review export documentation, customer data, order information, and shipments to ensure compliance with restricted party lists, sanctions requirements, embargoes, and applicable export control rules.
  • Conduct restricted party screening and sanctions compliance checks.  
  • Lead or support export control classification activities, including ECCN classification for hardware, software, technology, equipment, tooling, and data. 
  • Support order review, classification maintenance, and controlled data access controls. 
  • Identify potential compliance risks in global trade operations, recommend mitigation strategies, and help ensure appropriate compliance access controls for authorized users across the globe. 

Licensing, Authorizations, and Permits

  • Assess licensing requirements and prepare, submit, manage, and track export and re-export authorizations, agreements, U.S. licenses, and local permits, including MITI and MCMC permits where applicable.
  • Collect and coordinate data required to support export approval and license applications. 
  • Track license and authorization expirations, proactively notify license owners, and coordinate timely renewals. 
  • Ensure compliance with license conditions, approval requirements, and record-keeping obligations. 

Compliance Programs, Technology Controls, and Data Protection

  • Establish, implement, and maintain export control plans, including Technology Control Plans and Internal Compliance Programs.
  • Manage and maintain the MITI Internal Compliance Program and ensure audit readiness. 
  • Coordinate foreign person employee and visitor programs to help protect controlled technical data. 
  • Prevent violations relating to exports, re-exports, and releases of controlled technology. 
  • Develop and maintain standard operating procedures, work instructions, and internal controls related to export compliance operations. 

Customs and Import Compliance

  • Maintain strong working knowledge of customs regulations affecting site operations. 
  • Ensure proper HS classification, customs valuation, and country-of-origin determination for imports. 
  • Oversee Free Industrial Zone operations and subcontractor movements, including temporary exports, returns, and customs suspension schemes. 
  • Review and approve import and export shipping documentation to ensure regulatory compliance. 

Systems, Metrics, Reporting, and KPI Support

  • Support the implementation, maintenance, and effective use of trade compliance systems and tools, including ERP, SAP, SAP GTS, OCR EASE, or similar compliance platforms. 
  • Develop, maintain, and support compliance performance metrics and KPIs. 
  • Prepare and submit regular compliance reports to management and relevant authorities, where required. 
  • Participate in regular calls with Regional Export Compliance Leaders and provide updates. 

Training, Communication, Audits, and Continuous Improvement

  • Provide training and awareness programs on export controls, trade compliance requirements, Technology Control Plans, Internal Compliance Programs, procedures, and regulatory changes.
  • Communicate procedural changes through email, training sessions, and other appropriate communication channels. 
  • Perform or support export-related internal audits, external audits, ICP audits, gap assessments, data gathering requests, and corrective action plans. 
  • Support continuous improvement of export compliance processes, controls, documentation, and reporting practices.


Responsibilities

Key Experience & Capabilities: 

  • Bachelor’s degree in Business, Law, Logistics, Supply Chain, Commerce, or a related field. 
  • Minimum 5 years of experience in trade compliance, export controls, import/export operations, or export compliance operations. 
  • Strong understanding of export compliance documentation, regulatory requirements, and operational trade compliance processes. 
  • Strong knowledge of U.S. export controls, including EAR and ITAR, and familiarity with OFAC and BIS requirements. 
  • Strong knowledge of Malaysia customs requirements and Malaysia Strategic Trade Act 2010 requirements. 
  • Experience with export licensing, approval applications, authorizations, and permit management.
  • Experience working with MITI, Royal Malaysian Customs, and logistics service providers. 
  • Familiarity with compliance software and enterprise systems, such as SAP, GTS, OCR EASE, or similar tools. 
  • Knowledge of aerospace hardware, software, or controlled technologies is an advantage.
